ADU applications have quadrupled in California since 2018, but the Bay Area is falling behind

The solution: Making it easier to build and permit the small apartment units commonly known as in-laws or granny flats could mean tens of thousands of new affordable housing units on the market. Sticking points: Building new in-law units represent a significant investment for many homeowners who may be unwilling to shoulder the risk due to San Francisco in-laws being automatically subject to rent control.
