California is BOXABL’s stated primary ADU market, and the approval record there shows a methodical progression. The Casita Studio entered California’s modular pathway in select climate zones in May 2024, then expanded to all California climate zones by January 2025. In December 2025, BOXABL secured a Commercial Modular Manufacturer license from the state. Then in February 2026, California’s Department of Housing and Community Development reduced factory inspection rates on the Studio from 100 percent β the new-model standard under Title 25 β to 25 percent, a threshold that reflects accumulated compliance history.
That reduction matters practically: it signals that HCD has seen enough units to move past the intensive early inspection phase. For homeowners, it suggests the product is no longer a regulatory unknown.
Texas: Policy Shift Meets Factory Approval
Texas is a different story, but no less significant. The state recently passed legislation β including HB 1779 and SB 673 β that limits local “NIMBY” regulations by prohibiting municipalities from imposing restrictive lot sizes or owner-occupancy requirements for ADUs. State modular approval and local permitting are different things. A Casita Studio cleared at the state level still needs a site-specific permit, a foundation, utility connections, and sign-off from the authority having jurisdiction β timelines the company acknowledges vary by location. The unit-only list price starts at $60,000; turnkey installed cost will be higher and site-dependent.
